- Provide financial management expertise, guidance, and support to internal and external customers.
- Assist with all taskers, as needed; extract, compile, evaluate, and analyze data daily to prepare spreadsheet reports for the business analyst team.
- Provide daily analysis, review, and recommendations on budgetary impacts to program planning performance, project proposals, budget changes, and legislation.
- Prepare budget briefings and presentation materials for senior management and budget officials on a monthly basis.
- Assist the Chief Financial Officer/Chief Administrative Officer with other activities on a weekly basis by compiling, evaluating, and analyzing relevant materials, including memos to the Laboratory and Program network and guidance for data calls.
- Provide administrative support to the Chief Budget Execution and Analysis Division with Reimbursable Funds Management daily, in accordance with the U.S. Department of Commerce Agreements Handbook (Nov 2011), NOAA Standard Operating Procedures for Reimbursable Agreements, and the Financial Handbook (Chapter 10, Reimbursable).
- Serve as liaison to monitor, track, and maintain current data (Excel spreadsheet) in an electronic shared-drive status/tracking database for all MOU and Reimbursable Agreements daily to assure timely and accurate recoveries with originators.
- Review and analyze potential Reimbursable Agreements daily to determine the correct type of agreement letter/memorandum and ensure appropriate agreement authority is incorporated and prepared for signature (approximately 400 agreement letters per year).
- Review all outgoing agreement packages daily for content completeness, including (but not limited to) Transmittal Memorandum, unsigned Reimbursable Agreements, approved waivers, and Customer Profile Form.
- Distribute reimbursable agreements to Sponsors and Financial Management Centers nationally and internationally within three (3) days of receipt, supporting improved and streamlined NOAA internal procedures for agreements and acceptance of reimbursable funding.
- Assist with the development and maintenance of Reimbursable Agreements and Standard Operating Procedures daily.
- Assist in preparing guidance and communication materials for OAR.
Required Qualifications:
- Bachelor's degree in a related field from an accredited college or university
- Minimum 2 years of experience in accounting, budgeting, finance, or a related field
- Familiarity with federal financial processes, reimbursable agreements, and administrative compliance practices.
- Ability to analyze accounting records to determine financial resources needed to implement programs
- Experience making recommendations for budget allocations to ensure compliance with budgetary limits
- Experience periodically reviewing operating budgets to identify and analyze trends impacting budget needs
- Working knowledge of commonly used concepts, practices, and procedures in the field
- Ability to follow instructions and pre-established guidelines to perform job duties accurately and consistently
- Experience using Smartsheet for tracking, reporting, and workflow coordination
- Proficiency with Google Workspace (Google Suite) tools (e.g., Sheets, Docs, Slides, Drive, Gmail) for documentation, analysis, and collaboration
- Exceptional attention to detail and strong organizational skills.
- Excellent written and verbal communication abilities.
- Professional demeanor and ability to interact effectively with senior government and contractor personnel.
- Must be a U.S. Citizen and able to obtain and maintain a government Public Trust clearance per contract requirements
- Must be local to Silver Spring, MD and able to work at customer site as needed.
Preferred Qualifications:
- Experience supporting senior leadership in a CFO or budget execution organization.
- Knowledge of NOAA/Department of Commerce style reimbursable agreement workflows (or similar federal environments).

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is: $39,683.00 - $62,524.00
