The Senior Accountant reports to the Finance Director and supports accounting, financial reporting, analysis, budgeting, and regulatory compliance for multiple City funds. This role prepares monthly and year-end financial reports, assists departments with budgeting and financial analysis, supports annual audits, and contributes to process improvements, strategic planning, LEAN initiatives, and innovation efforts across the organization. The position involves complex financial data and requires a strong emphasis on accuracy, attention to detail, and data-driven analysis, with extensive use of Microsoft Excel. Examples of Duties

  • Manage accounting, financial reporting, analysis, rate setting, and budgeting for four enterprise funds: Water Utility, Sanitary Sewer Utility, Storm Water Fund, and Solid Waste Fund
  • Support General Fund accounting, budgeting, and financial analysis for the Department of Public Works (DPW) as needed
  • Prepare year-end closings and account reconciliations in support of the annual audit
  • Prepare, analyze, and distribute monthly budget reports to DPW divisions
  • Provide financial, cash flow, and budget analysis to support management decision-making
  • Prepare the annual Public Service Commission report for the Water Utility
  • Assist with quarterly financial reports to the Common Council
  • Coordinate with and support external auditors during year-end audits
  • Assist with the annual budget process, including salary and departmental cost projections
  • Compile and support annual budgets for all four enterprise funds
  • Collaborate with other departments on efficiency initiatives, Lean process improvements, and management projects

Qualifications

  • Bachelor's degree in Accounting required
  • CPA preferred
  • Experience in local government or regulatory accounting, finance, and budgeting preferred
  • Payroll and Wisconsin Retirement System (WRS) experience highly desirable
  • Advanced proficiency in Microsoft Excel
  • Knowledge of GAAP accounting standards and GASB requirements preferred
