Responsibilities

Sabre Systems, LLC is seeking a highly skilled and detail-oriented Program Analyst to support the Aircraft Launch and Recovery Equipment (ALRE) Participating Acquisition Resource Manager (PARM) and Foreign Military Sales (FMS) Teams at NAWCAD Lakehurst, NJ. This position provides direct programmatic support to the ALRE PARM and FMS Program Managers and plays a key role in managing Team workload tasking, budgets, funding requirements, acquisition activities, and executive-level reporting for critical Navy systems.

The ideal candidate brings strong analytical skills, Navy or DoD program experience, and the ability to operate independently in a fast-paced acquisition environment.

Key Responsibilities

  • Provide programmatic support to the ALRE PARM and FMS Team Leads
  • Maintain and update Program Management Review (PMR) artifacts and brief program leadership and executive stakeholders as required.
  • Support cost estimating and financial management activities including budgeting, forecasting, execution tracking, and variance analysis to support Department of the Navy budget preparation and obligation phasing plans
  • Track and analyze out-year funding requirements across appropriations for Government Furnished Equipment (GFE) procurements and deliveries
  • Review, update, and develop cost estimates for Carrier Vessel Nuclear (CVN) new construction and Refueling Complex Overhaul (RCOH) efforts
  • Generate and maintain NAWCAD Lakehurst staffing requirements based on workload projections and manage Team funding allocation
  • Support Team Lead with Ship Project Directives (SPDs) and acquisition efforts to ensure timely delivery of GFE and Government Furnished Information (GFI) to shipyards
  • Assist the ALRE FMS Team Lead with requirements tracking, case execution and deliverable releases through the NAVAIR Foreign Disclosure Office for international partners

Qualifications

Required Qualifications:

To qualify at a Journeyman level, candidate must meet the following requirements:

  • Bachelor's degree in business, finance, management, or a related field.
  • Minimum of 3 years of experience in program analysis, financial management, or related roles, preferably supporting NAWCAD Lakehurst, Navy or DoD programs; or 1 year of experience if the candidate holds a Master's degree in in business, finance, management, or a related field.
  • Strong proficiency in Microsoft Office, especially Excel (pivot tables, formulas, VLOOKUP) and PowerPoint
  • Experience with budgeting, forecasting, cost tracking, and financial execution.
  • Working knowledge of government acquisition and financial regulations (e.g., FAR, DFARS).
  • Strong written and verbal communication skills, including experience briefing senior leadership.
  • Ability to manage multiple priorities, analyze complex data, and work independently.
  • U.S. citizenship required.
  • Ability to obtain and maintain a DoD Secret security clearance.

To qualify at a Senior level, candidate must meet the following requirements:

  • Bachelor's degree in business, finance, management, or a related field.
  • Minimum of 10 years of experience in program analysis, financial management, or related roles, preferably supporting NAWCAD Lakehurst, Navy or DoD programs; or 8 year of experience if the candidate holds a Master's degree in in business, finance, management, or a related field.
  • Strong proficiency in Microsoft Office, especially Excel (pivot tables, formulas, VLOOKUP) and PowerPoint
  • Experience with budgeting, forecasting, cost tracking, and financial execution.
  • Working knowledge of government acquisition and financial regulations (e.g., FAR, DFARS).
  • Strong written and verbal communication skills, including experience briefing senior leadership.
  • Ability to manage multiple priorities, analyze complex data, and work independently.
  • U.S. citizenship required.
  • Ability to obtain and maintain a DoD Secret security clearance.

Desired Qualifications

  • Experience supporting Foreign Military Sales (FMS) programs.
  • Familiarity with Navy acquisition processes and Ship Project Directives (SPDs).
  • Experience with the NAVSEA program offices
  • Experience with ERP systems such as SAP or Oracle.
  • Active DoD Secret Clearance.

Compensation Statement

At Sabre Systems, LLC, compensation is based on factors such as location, qualifications, experience, and contract-specific requirements; however, final compensation will be determined by individual qualifications and applicable contract terms. The general salary range for this position is as follows: $85,000.00 - $120,000.00
