Hill International is seeking a Director, Program & Project Management in Los Angeles, CA. This role will be hired under Gafcon, a wholly owned subsidiary of Hill International.

The Director, Program & Project Management will lead dynamic project management teams overseeing the execution of multiple projects. This role combines strategic leadership with hands-on project oversight, ensuring the successful delivery of construction projects. The Director will foster a collaborative environment, manage client relationships, and ensure that projects are completed on time, within budget, and to the highest standards of quality.


  • Oversee multiple project teams, ensuring alignment with company, client and project goals.
  • Develop project plans, timelines, and budgets, ensuring successful execution through continuous monitoring of progress and key deliverable metrics.
  • Manage the project initiation and setup.
  • Create and manage the contract deliverables matrix, ensuring its successful execution while holding the team accountable for meeting set objectives.
  • Continuously evaluate and verify the scope of services to ensure alignment with Company's contract terms.
  • Monitor project progress, address any issues, and proactively solve problems that could affect project delivery.
  • Regularly engage with clients to understand project goals and offer proactive solutions to address challenges.
  • Develop company's budgets, resource forecasts, and cost management strategies. Monitor project(s) performance to ensure adherence to staffing budgets and proactively address financial risks.
  • Oversee the P&L for assigned portfolio of projects.
  • Collaborate with project teams to forecast and track upcoming project contract expenses to support budgeting and financial planning.
  • Identify and address risks to project success and implement corrective actions as needed.
  • Provide timely and accurate reports to the VP on project status, financials, and performance metrics, including past and projected utilization, contract forecasts, and updates on scope, schedule, budget, and risk.
  • Manage project staffing levels, ensuring appropriate skillsets are assigned to meet client needs.
  • Track and report the burn rate in relation to Company's contract completion for alignment with financial goals and timelines.
  • Make informed recommendations for contract amendments or staffing adjustments.
  • Ensure consistent application of best practices across all projects.
  • Supervise and mentor teams by providing clear guidance, constructive feedback, and ongoing support to foster professional growth, enhance skill development, and ensure high performance.
  • Actively work with team members to set goals, identify opportunities for improvement, and create a positive, collaborative work environment that drives success and meets project objectives.
  • Participate in the technical development of proposals and case studies, providing insights and guidance to ensure the company's capabilities are clearly presented and aligned with client objectives.
  • Responsible for identifying and developing specific client and opportunity strategies, participating in Go/No-Go discussions, and guiding team efforts to effectively position the firm for targeted pursuits.
  • Represent the company at business development meetings, networking events, industry conferences, and other relevant gatherings to promote the company, gather market and competitor intelligence, and stay informed on industry trends and developments.
  • Maintain billable hours and identify opportunities to optimize utilization.
  • Travel will be required based on project needs and client locations.
  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field. While formal education is preferred, substantial, relevant professional experience can be considered as a substitute for formal education.
  • Minimum 15 years of experience in project management within the construction industry, with at least 7 years in a leadership role.
  • Industry certification is strongly preferred.
  • Extensive experience managing a wide range of projects within the educational facilities and building markets, including large-scale projects or programs, deferred maintenance, or multiple complex smaller projects.
  • DSA and OSHPD experience is a plus.
  • Proven experience in supporting business management activities and contributing to thought leadership, with a focus on operational execution and achieving departmental goals.
  • Solid understanding of financial statements, risk management, and how to apply business principles to manage and execute projects effectively.
  • Experience leading and managing teams, with a focus on talent development, team collaboration, and cross-functional coordination.
  • Excellent communication, negotiation, and interpersonal skills.
  • Must be local to Los Angeles, CA and have familiarity with local market, clients and competitors.

The salary range for this position is $200,000 - $250,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
