THE POSITION:

THE OPPORTUNITY:

Are you a skilled accounting professional with a strong background in public agency finance and a passion for accuracy, efficiency, and continuous improvement? The Inland Empire Utilities Agency (IEUA) is seeking a dedicated and detail-oriented Accountant I/II to perform advanced professional accounting work in support of the Agency's financial operations. In this role, you will play a vital part in ensuring the integrity of the Agency's financial records by preparing, reviewing, and analyzing complex accounting transactions, reconciliations, and reports. You'll contribute to key areas such as creating journal entries, performing reconciliations, financial reporting, ensuring compliance with applicable policies, procedures, and accounting standards. EDUCATION, TRAINING, AND EXPERIENCES:

A typical way of obtaining the knowledge, skills and abilities outlined above is:

Accountant I - graduation from an accredited four-year college or university with a major in accounting or a closely related field; and one year of professional accounting experience; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.
An Accountant I may be considered for advancement to Accountant II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources.

Typically, an Accountant I is expected to be capable of meeting the proficiency criteria within an 18-24-month period, depending on an individual's prior experience and progression in performing the full range of Accountant II duties as described in the established performance criteria.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Skills and Abilities:

  • Comprehensive knowledge of governmental and fund accounting principles, GAAP, and GASB standards, including financial reporting, internal controls, fixed assets, and grant accounting in a public agency setting.
  • Proficiency in analyzing complex financial data, preparing accurate reports and reconciliations, and identifying and resolving accounting or compliance issues.
  • Strong technical skills using enterprise financial systems (such as SAP) and advanced Excel or spreadsheet tools to manage and analyze large datasets efficiently.
  • Effective communication and collaboration abilities, with the capacity to explain complex financial information clearly, exercise sound judgment, and build positive working relationships across departments.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency is committed to supporting the needs of its service area and safeguarding public health through significant investments in a diverse water supply portfolio, reliable municipal/industrial wastewater collection and treatment services, and other related utility services in a regionally planned and cost-effective manner.

As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.

SELECTION PROCESS:

This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
Salary Range: Accountant I UN 175 ($7,272.77 - $8,861.26 per month); Accountant II PR 177 ($8,018.10 - $9,769.50 per month)
FLSA: Exempt
Probationary Period: 12 months
