Job Profile Summary

The Senior Director, Integrated Talent & People Strategy serves as a strategic enterprise leader responsible for designing and executing a unified talent ecosystem that strengthens attraction, retention, development, mobility, belonging and well-being across the organization. This role ensures that all elements of the employee experience - from workforce planning to wellness to inclusion and belonging - operate as a connected system that advances the mission, culture, and growth objectives of a dynamic and expanding healthcare system.

Working closely with the CHRO, executive leadership, and HR Centers of Expertise (COEs), this leader aligns talent practices with operational and clinical priorities to ensure a future-ready, high-performing, and compassionate workforce. Success is demonstrated through accessible and reliable HR services that support careers and professional development while keeping the focus on patient care.

Key responsibilities include, but not limited to:

Strategic Leadership
  • Develop and execute an integrated people strategy that unites talent acquisition, mobility, workforce planning, development, belonging and well-being into one cohesive framework.

  • Partner with the CHRO and system executives to align workforce capabilities with organizational growth, care delivery expansion, and community impact goals.

  • Serve as a strategic advisor to senior leaders on talent dynamics, workforce risks, and solutions that enable agility and sustainability equitably.

Integrated Talent System Design
  • Architect and lead an Integrated Talent Framework that connects recruitment, internal movement, succession, and professional development at all levels under a unified talent philosophy.

  • Embed data-driven workforce planning and skills intelligence into decision-making across clinical and non-clinical domains.

  • Collaborate with HR Centers of Expertise, HR Consulting & Advisory Services and other HR functions to ensure equitable and competitive talent experiences.

Employee Experience, Wellness, and Retention
  • Advance programs that promote employee well-being, belonging, and psychological safety, ensuring they are tightly linked to organizational health and retention metrics.

  • Partner with operational and nursing leaders to design retention strategies that address professional development, inclusion and belonging, and workforce mobility challenges unique to the competitive Northern California market.

  • Leverage engagement insights and pulse surveys to enhance the overall employee experience and strengthen the organization's position as an employer of choice.

Operational Excellence & Analytics
  • Leverage HR processes, technology, and analytics to enable an agile, insight-driven HR function focused on creating a unified talent ecosystem.

  • Define and monitor workforce success indicators (e.g., attraction rates, internal mobility, engagement, well-being, and belonging and inclusion).

  • Ensure continuous alignment between system growth, workforce affordability, and access to mission-critical talent.

  • Other duties as assigned to meet the mission and goals of El Camino Health

Qualifications
  • Bachelor's degree in human resources, Business, Healthcare Administration, or related field required. Master's degree is strongly preferred.

  • 12+ years of progressive HR leadership experie

  • nce, including strategic roles in talent management, workforce planning, HR Operations or HR business partnership.

  • Experience in healthcare or other complex, mission-driven systems preferred.

  • Proven ability to design and implement integrated talent frameworks that improve attraction, retention, and engagement outcomes.

  • Demonstrated success in leading multi-disciplinary teams and managing large-scale change initiatives.

  • Excellent communication and interpersonal skills to build and maintain collaborative relationships with stakeholders.

  • Analytical skills to interpret data and make informed decisions

  • Strong project management and change management skills required, OD experience preferred.

  • Ability to manage multiple priorities and meet deadlines

  • Expertise in using AI in HR technologies and tools to ensure an effective and efficient use of resources, highly desirable

License/Certification/Registration Requirements

  • SHRM certification PHR or SPHR preferred

  • Project Management (PMP) preferred

  • Change Management preferred

  • AI Certification preferred

$104.75 - $157.13 USD Hour
