Position Title: Dual Certified Teacher of the Visually Impaired and Orientation & Mobility Specialist

Compensation: Per negotiated contract, Licensed Salary Schedule (Salary Range $56,530.85 - $104,459.67; DOE)
Bargaining Unit: NWEA
FTE: 1.0 FTE; 8 hours per day
Work Days: 192

NW REGIONAL ESD'S MISSION STATEMENT: In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DUTIES:
In alignment with the NWRESD mission, this position provides itinerant vision and orientation and mobility services to children and youth with visual impairments from birth through age 21. The dual-certifi ed Teacher of the Visually Impaired and Orientation & Mobility Specialist (TVI/COMS) delivers consultation and direct instruction across local districts in Early Intervention, Early Childhood Special Education, School-Age, and Transition programs. This includes, but is not limited to: conducting vision- and mobility-specifi c assessments, supporting IFSP/IEP development, adapting materials and environments for access, and providing instruction in the Expanded Core Curriculum and safe, independent travel skills in school, home, and community settings.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform

knowledge, skill and/or ability required. Reasonable accommodations may be made to

1. Current Oregon teaching license through TSPC for Special Education with Visually Impaired endorsement or ability to obtain license within timeline specified by district.
2. Completion, or in the process of completing, an Orientation and Mobility preparation program from an accredited institution is required
3. ACVREP Certifi ed Orientation and Mobility Specialist (COMS) preferred
4. Bilingual and bicultural skills in such common languages to NWRESD preferred
5. Must meet and maintain eligibility for ODE Type 10 Activity Vehicle Driver authorization and NWRESD policies.

KNOWLEDGE, SKILLS, and ABILITIES:

Essential Functions: Include the following. Performs some or all of the following
tasks. Other Duties may be assigned. The duties listed below are not inclusive, but
characteristic of the type and level of work assigned for this position.

A. Provide itinerant vision and orientation and mobility services to students with visual impairments from birth through age 21, including Early Intervention, Early Childhood Special Education, School-Age, and Transition programs.

B. Deliver specialized instruction to meet the unique educational, developmental, and mobility needs of students with visual impairments, including instruction in the Expanded Core Curriculum and orientation and mobility skills.

C. Conduct and interpret vision- and mobility-specific assessments, including Functional Vision Assessments, Learning Media Assessments, and Orientation and Mobility assessments, and use assessment data to guide eligibility, service delivery, and instruction

D. Design and implement individualized instructional programs based on assessment data, observation, and student needs.

E. Collaborate with multidisciplinary teams to develop, implement, and monitor Individualized Family Service Plans (IFSPs) and Individualized Education Programs (IEPs) for students with visual impairments.

F. Provide direct orientation and mobility instruction to support safe, efficient, and independent travel across school, home, and community environments.

G. Consult with educators, related service providers, administrators, and families regarding the educational and orientation and mobility needs of students with visual impairments, including environmental adaptations and instructional strategies that support safe, efficient travel.

H. Select, design, adapt, and provide specialized instructional materials, adaptive equipment, and orientation and mobility tools to support access and safe, efficient travel across learning and community environments, including braille, large print, tactile graphics, assistive technology, tactile maps, optical devices, and mobility devices as appropriate.

I. Maintain communication with families and staff regarding student progress and programming.

J. Transport students in NWRESD vehicles to provide instruction, lessons, and approved educational activities.

K. Maintain accurate documentation and compliance with district, state, and federal special education requirements.

L. Perform other job duties as assigned.
