Organizational Unit Overview
The Coastal Studies Institute ( CSI) is located at the ECU Outer Banks Campus on Roanoke Island in Wanchese, NC. (http://www.coastalstudiesinstitute.org). CSI is a multi-institutional partnership administered by East Carolina University in collaboration with UNC Chapel Hill, North Carolina State University, UNC Wilmington and Elizabeth City State University. The mission of CSI is to undertake research, offer educational opportunities, provide community outreach and enhance communication about the history, culture and environment of northeastern North Carolina's maritime counties.

The Office of Dive & Water Safety ( DWS) ensures safe and effective diving and boating practices and provides support for the research, educational, and recreational diving and boating programs across our campuses.
Job Duties
This position serves as the Business Officer for State, Foundation, Institutional Trust Funds, and all Special Funds, and collaborates with the Assistant Director for Strategic Resource Planning and Management as well as the POSO Business Partner. In collaboration with the CSI Leadership team, develops and implements business plans in accordance with CSI's strategic priorities, best practice standards, and procedures to monitor budgeting and transactional activities for non-grant, non-instructional external funds, and proprietary accounts. Advises the CSI Executive Director, Associate/Assistant Directors, and senior staff on personnel, finance, and facility resource allocations and corresponding operational issues. Provides personnel budget management for personnel processes within CSI in collaboration with POSO Business Partner and approves financial transactions for CSI. This position serves as the lead budget administrator for CSI and will work with other ECU Business Officers and POSO Business Partner regarding budget and transactional support for Departments and Offices within CSI. Administrative support personnel in CSI may report to this position. This position follows appropriate internal controls to protect CSI investments and assets in collaboration with the CSI Executive Director and Assistant / Associate Directors. Analyzes financial data from within the CSI and advises based on data outcomes. Manages financial and resources allocations related to the NC Renewable Ocean Energy Program ( NCROEP).

Financial Management (30%):
This position will be responsible for the daily financial management of CSI, NCROEP, and DWS research operations, and provide financial oversight for CSI, NCROEP, and DWS. This position will serve as the business officer for the CSI and will oversee all transactional, budgetary, and regulatory aspects of CSI, NCROEP, and DWS in collaboration with the Assistant Director for Strategic Resource Planning and Management. This position will prepare financial reports, forecast, prepare budget entries, prepare/update fund authorities, journal entries and cash receipts. Daily financial management of CSI, and NCROEP accounts (state, ITF, foundation, grant, and incoming funds as needed associated with CPE activities, vessels, and space use) with considerable complexity. Monitoring cash flow and financial transactions to optimize financial resources. Preparation of financial reports, forecasting, budget entries and analysis of financial statements and reports. Position will assist with the day-to-day management of CSI resources and make sure CSI is audit compliant.

Communications (15%):
This position will explain in-depth the financial information from various reports from ECU and other agencies with state and federal guidelines outside of the university guidelines. This position is responsible for all day-to-day budget management and resource related items that are processed within CSI. This includes funding from state, ITF, foundation, grants, and other contracted services. This position will also work with partnerships that involve CSI ( NCROEP, AMEC, Jennette's Pier). This position may have daily interaction with the CSI Executive Director, directors, and administrative staff to ensure financial and resource guidelines are followed. Participate in meetings, presentations, and discussions related to financial and business matters of CSI. Engage with staff across CSI to maintain communications and implement policies and procedures.

Human Resources Management (10%):
In collaboration with the POSO Business Partner, oversee all HR activities and resolve incongruities between partnering agencies for joint appointments, dual appointments so that CSI goals and functionality of the mission are maintained. Be a resource to supervisors and staff across CSI to ensure compliance with performance management procedures, hiring, and reviews. Facilitate review input across collaboration agency participants. Participate in disciplinary processes, as needed. Advise on comparative salary levels, employment terms and oversee appointment procedures. Plan for staffing needs for administrative operations and research programs in collaboration with Assistant Director for Strategic Resource Planning and Management. Advise and help faculty and staff manage workload distributions for all program areas as well as for administrative operations and that funding sources for staffing are allocated properly for time and effort etc. Collaborate with POSO Business Partner to develop and authorize new positions to ensure they are established to support CSI goals ( SHRA, EPS, temporary, contracted, and dual appointments). Determine/implement training needs, ensure training is current, compliant, and develop strategic plan related to organization growth and staffing needs. This position may supervise administrative support staff throughout CSI (currently 1 SHRA).

Information Analysis and Decision Making (15%):
Position will use advanced knowledge to resolve complex financial problems through research and analysis by utilizing system information. Position will work with multiple funding sources that are used for various needs throughout CSI. Position will work with CSI staff to assist them with training and problems within their various budgets and across different units. Position will manage reporting of complex programs to include preparation and analysis of financial reports. This position will be responsible for ensuring compliance with university policies, procedures, and regulatory requirements related to financial management. This position will make sure CSI is compliant with monthly reconciliation of all funds (state, foundation, ITF and grant).

Business Administration (30%):
Position will provide guidance and assistance on financial matters in each area, maintaining accurate records, documentation, and files related to all financial transactions. This position will work with the CSI Assistant Director for Strategic Resource Planning and Management to assist with day-to-day management of the unit resources and to be audit compliant. Administer, manage, and may supervise staff to conduct a range of business functions for the unit, partners, collaborators, programs to support the mission of CSI. This unit (including faculty and staff) works regularly across two campuses (Greenville and Wanchese) and supports the activities of programs from multiple ECU and other UNC institutional campus departments, government and county/local agencies conducting a wide range of programming including research, curricular programming (degree supporting) and K-12+/adult public education both on and off site. This position will provide leadership of business and financial support across all units at CSI, developing and implementing policies necessary for best business management. This position will work directly with external entities related to contract negotiations of space utilization and financial contracts as needed.

Minimum Education/Experience
Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
License or Certification Required by Statute or Regulation

Preferred Experience, Skills, Training/Education
Experience in business/public administration, accounting, finance, or related field and experience in management of administrative activities of a business or governmental program. Strong knowledge of financial principles and accounting practices. Experience with budgets and budget procedures, including complex spreadsheet management, reconciliations, and reports. University budget management experience and knowledge of ECU budget regulations and resources is preferred. Thorough knowledge of the principles and practices of business and public administration, personnel management, purchasing, and accounting procedures. Ability to initiate administrative programs and procedures and to evaluate the effectiveness of these initiatives. Ability to exercise good judgment, discretion and work independently to carry out decisions. Ability to establish and maintain effective working relationships with departmental personnel, university and governmental officials and the general public.
