POSITION SUMMARY: Manage and coordinate plant level personnel activities of employee relations functions and may carry out responsibilities in some or all of the following functional areas: employee relations, training, employment, labor relations, and affirmative action and employment equity programs
ESSENTIAL JOB FUNCTIONS:
- Evaluate reports, decisions, and results of department to support established departmental and company goals and objectives
- Represent management and maintain liaison with other appropriate offices and departments and assist in the investigation, resolution, and response to personnel problems, issues, and special requests
- Work with employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations
- Develop and administer various human resources plans and procedures for company personnel
- Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
- Interpret personnel policy intent and/or acceptable management practices and assist in developing and/or recommending departmental policies in accordance with established local and corporate policies and regulations
- Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed to management
- Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs consistent benefits administration to include claims resolution, change reporting, approving invoices for payment, and information activities program and cash flow.
- Responsible for the consistent administration of compensation; assists in preparing job descriptions, , reviews proposed salary adjustments in conformance with merit pool, monitors performance evaluation program, formulates recommendations regarding FLSA exemptions, job revisions and organizational structures.
- Conducts recruitment effort for exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts background checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews.
- Compile and prepare reports and analyses reflecting various personnel and/or payroll data as requested
- Facilitate the processing of various personnel and payroll forms
- Provide information as needed for budget planning
- Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings. Maintains organizational charts and employee directory
- Works with site Management to oversee the execution of environmental, health, and safety (EHS) programs, to include policies, processes, procedures and controls. Ensures contract performance conforms to established standards and complies with applicable Federal, State, and Customer/Governmental agency guidelines and requirements.
SUPERVISORY RESPONSIBILITIES:
- This position manages all employees of the department and is responsible for the performance management and hiring of the employees within that department

- Knowledge of employment laws and regulations
- Considerable knowledge of principles and practices of personnel administration.
- Ability to objectively coach employees and management through complex, difficult, and emotional issues
- Ability to research and analyze various different types of data
- Ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulation and/or government law
- Ability to plan, organize and prioritize work
EDUCATION AND EXPERIENCE:
- Bachelor's degree and/or five years of related experience in Human Resources
- Five years of proven experience in the application of related policies and procedures necessary to manage the personnel activities of a human resources department
- Experience in employment law and other government compliance regulations
- PHR or SPHR certification desired
- Proficiency in Word, Excel, PowerPoint, and Oracle products or equivalent system
ENVIRONMENTAL/HEALTH/SAFETY: Knowledgeable of, and adhere to all applicable environmental/health/safety policies and procedures of the company while supporting established goals and objectives TRAVEL: Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected once a month to another facility. WORK ENVIRONMENT:
- Occasional exposure to manufacturing areas where certain areas require the use of personal protective equipment such as eye, hearing, and foot protection
- Sit or stand as needed
- Walking primarily on a level surface for periodic periods throughout the day
- Reaching above shoulder heights, below the waist or lifting as required to reach documents or store materials
- Proper lifting techniques as required
