Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is seeking a Director - Pre and Post-Crash Care (PPCC) Program to provide senior-level management and medical subject matter expertise in support of large, complex military-civilian health programs. This senior leadership role provides scientific rigor, strategic guidance, and program implementation oversight for large-scale military-civilian health initiatives. This position supports the Uniformed Services University of the Health Sciences and its National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness for crisis and conflict. NIDHC serves as a central coordination and support hub for health operational readiness across the U.S. government and collaborates with multiple federal departments including the U.S. Department of War and interagency partners.

The PPCC Director is responsible for the end-to-end implementation and technical oversight of clinical, public health, and operational medicine initiatives within the PPCC Program. This role moves beyond high-level guidance to drive the actual execution of complex health programs, ensuring that medical best practices are operationalized to advance the PPCC Program. The Director implements and maintains technical rigor over program outputs, managing the full lifecycle of implementation-from requirements gathering and protocol development to performance monitoring and final delivery. By serving as the primary implementation lead and technical link to the Department of Transportation's National Highway Traffic Safety Administration (NHTSA), the Director ensures that innovations are not just theorized, but successfully integrated into the federal and civilian health infrastructure to improve survivability and health outcomes across the continuum of care.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


  • Portfolio Design: Lead the strategic design and execution of the Pre- and Post-Crash Care (PPCC) portfolio, ensuring milestones align with NIDHC and NHTSA objectives.
  • Life Cycle Management: Drive the implementation of complex health programs from conceptualization through to operational deployment, managing timelines, technical outputs, and stakeholder expectations.
  • Strategic Governance & Risk Mitigation: Provide authoritative guidance on program direction, risk mitigation, and the integration of trauma-informed care into national health readiness frameworks.
  • Medical-Operational Integration: Support medical and operational planning for major initiatives, exercises, and response efforts, ensuring appropriate medical considerations are incorporated into plans and coordination activities.
  • Primary Governance/Implementation Authority: Serve as the primary technical authority for PPCC, ensuring all deliverables-including clinical protocols, training curricula, and policy recommendations-meet the highest standards of scientific and medical rigor.
  • Validation & Quality Oversight: Directly oversee the technical review and validation process for reports, concept papers, and briefings to ensure scientific accuracy and clinical relevance.
  • Evidence Synthesis: Synthesize emerging medical research, trauma data, and operational health literature to develop evidence-based recommendations.
  • Clinical-Operational Alignment: Integrate clinical expertise (specifically in emergency medical services [EMS], trauma, and emergency medicine) into program strategies to ensure medical feasibility and alignment with real-world operational requirements.
  • Performance Metrics & Surveillance Oversight: Advise on the development of medical capability metrics and surveillance tools. Lead the design of frameworks to measure the effectiveness of health prevention and treatment interventions, ensuring data integrity and alignment with national health readiness benchmarks.
  • Strategic Liaison: Act as a high-level liaison between USU, NIDHC, the Department of Transportation, and other interagency partners to promote unified, medically sound approaches to crash care.
  • Executive Communication: Develop and deliver executive-level briefings and white papers that translate complex scientific data into actionable policy for senior government and military leadership.

Education and Experience

  • Minimum of 10 or more years of progressive experience in clinical, military, operational, or public health leadership roles required.
  • Terminal/Medical degree (PhD/DrPH or MD/DO/DNP/JD) with demonstrated track record of significant scientific accomplishment strongly preferred.
  • Master's degree in Public Health, Health Policy, Masters Prepared Paramedic or related field preferred.
  • Comprehensive understanding of prehospital blood transfusion (PBT) logistics including how blood transfusions are administered, cold-chain requirements,
    regulatory frameworks governing prehospital administration, and diplomatic abilities to collaboratively work with EMS/Fire, hospital administrators, blood banks, and other relevant stakeholders is preferred.
  • Project management certification preferred with progressive experience demonstrating simultaneous project management within a portfolio, comprising a program
  • Experience advising senior leaders on medical or health readiness matters strongly preferred.

Required Knowledge, Skills and Abilities

  • Demonstrated experience in implementing and managing complex health readiness programs, particularly those bridging military and civilian sectors, that include programmatic, technical, and team management.
  • Proven track record as a primary medical/technical consultant, with experience authoring evidence-based protocols adopted in regional or national public health environments.
  • Exceptional ability to interpret clinical and scientific data (e.g., trauma registry data, epidemiologic trends) and translate findings into operational strategy.
  • Comprehensive understanding of military and civilian health systems.
  • Mastery of written and oral communication, with the ability to influence senior stakeholders, military officers, and federal civilians.
  • Ability to maintain technical rigor and program momentum in high-visibility, fast-paced environments with evolving priorities.
  • Ability to synthesize complex medical and operational information into clear courses of action.
  • Ability to work effectively with senior military officers, federal civilians, healthcare providers and first responders, scientists, and contractors.
  • Ability to obtain and maintain a T1/Public Trust Background.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $127,000-$225,000 Actual salary will be determined based on experience, education, etc.
