About the Job

The level one IT Manager is responsible for supervision of a single IT function or multiple closely related functions for an academic or central department. The position combines individual task assignment with supervisory activities as a primary percentage of the job.

The position leads a team of business analysts in support of business processes / system module functionality within the PeopleSoft Finance, HR, UM Analytics or tightly integrated systems. Management within assigned areas of primary responsibility (business / module functionality) will follow department policy and procedures. Responsibilities outlined below include personal task assignment as well as work assigned to positions reporting to this management position.

Salary Range: $109,000 - $129,000
Work environment: This hybrid position is based on the Twin Cities campus. For those located in the metro area, a minimum of three days per week in the office is expected. Internal and external applicants located near other UMN system campuses and across the State of Minnesota may also be considered, and we encourage all interested candidates to apply. Occasional travel to the Twin Cities campus may be required for events and all-staff meetings. Out of state candidates must be willing to relocate to Minnesota at their own expense.

Primary Responsibilities:
Project Management / Lead Team (50%)
Directly manage team execution of production support and operational incidents, ensuring all business module functionality remains stable and operational.

  • Review and provide final approval for all production issue resolutions initiated by the team, including configuration changes and data updates.
  • Audit and manage the relevant procedures followed by team members to ensure compliance and operational consistency.
  • Oversee the delivery of functional designs and customer requests, ensuring the team meets scheduled deadlines for planned work.
  • Review and approve completed functional designs created by the team prior to their assignment to developers.
  • Direct the Standard Development Life Cycle (SDLC) and testing process by planning the setup of system and regression testing and reviewing all team-generated test scripts for accuracy.
  • Assign and manage defects resulting from system or regression testing, ensuring the team addresses and resolves issues efficiently.
  • Provide executive oversight for Financial Reporting and UM Analytics, specifically reviewing and approving the development of RPD, dashboard reports, and associated testing.
  • Evaluate team performance on special projects, reviewing deliverables for completeness, accuracy, and timeliness against the work plan.
  • Personally develop and approve quarterly and semi-annual team plans, including the management of associated time / effort reporting.
  • Facilitate standing Business Process Owner (BPO) status review meetings and interview business partners directly to gain feedback on team processes and performance.
  • Strategically manage BPO priorities regarding open service incidents and evolving business needs to align team efforts with stakeholder goals.
  • Execute all personnel management functions, including the recruitment, interviewing, hiring, training, and performance review of staff.

Production Support / Incident Management (10%)
Resolve production related issues in related or primary assigned areas of responsibility. Issues are initiated by the End User Community and/or identified Business Process Owners as a result of business process or system related errors.

  • Maintain in-depth knowledge of all business processes in multiple business areas.
  • Collect and document business and/or system requirements.
  • Lead planning sessions with clients to map-to-be processes and create change management plans.
  • Respond to normal and elevated application maintenance requests. Escalate unresolved issues to appropriate groups or personnel.
  • Assist clients in implementing business process improvements / production issue resolutions.
  • Research and analyze best practices and current processes to propose process improvement.
  • Create measures to analyze the business outcomes of process improvement initiatives.
  • Communication of complex resolutions to customers and BPO's.
  • Establish and manage relationships with relevant business partners.
  • Manage the above requests / issues through a standard ticketing process.
  • Understand and manage application processing.

Functional Design and Analysis (10%)
Resolve issues that require application development or a significant amount of time to analyze. In the case of application development this would be specific to the Functional Design process.

  • Leads clients through 'as is' and 'to be' business process mapping that will align technology solutions with short- and long-term business strategies.
  • Work with stakeholders to understand business and system requirements and identify gaps in process that need to be addressed with process improvement initiatives.
  • Transform business and technical requirements into detailed function/technical system specifications.
  • Detailed analysis of data and process that exceed normal production support time frames.
  • Utilize tools for both technical and functional analysis (system code, business process and or data).

Standard Development Life Cycle Management and Testing (10%)
Testing associated with application development and or system configuration. System Test and Regression Testing on a monthly release cycle.

  • Creation of test conditions and test scripts.
  • Execution of test plans (system and regression testing).
  • Document test results, statistics and corresponding metrics.
  • Document and escalate (communicate) defects to technical staff.
  • Re-test and resolution of defects.
  • Responsibilities Specific to Financial Reporting Team and Support of Oracle Business Intelligence (OAC) (UM Analytics):
    • Development of UM Analytics RPD (OAC Repository).
    • Development of UM Analytics Analyses and Dashboard reports.
    • Corresponding testing of above development (activity tracked via SDLC).

Special Projects (20%)
Activities/projects that could be considered one off or cyclical. Special projects are typically larger initiatives that go beyond the responsibilities of the team and or individual.

  • Ability to work collaboratively within and outside of the department as part of a larger team.
  • This can include all phases of the project lifecycle, such as:
    • Analysis
    • Design
    • Development
    • Testing
    • Production Delivery
    • Change Management
  • Understand and perform elements of standard project management methodology. Examples are:
    • Planning (task and resource)
    • Execution (project deliverables)
    • Status and Risk reporting
    • Management of tasks to timeline
  • Examples are:
    • Application Upgrade Planning and Execution
    • Fiscal Year End Configuration and Processing
    • Related Business Process Software Implementation
Qualifications

Required Qualifications

  • BA/BS degree plus at least six years of experience, or master;s degree plus at least four years of experience.
  • Ability to plan, prioritize and assign work in a team environment.
  • Ability to manage and provide direction for multiple competing priorities.

Preferred Qualifications

  • Experience in PeopleSoft (or similar ERP) or related business functionality (example):
    • Accounts Receivable
    • Billing
    • Grants
    • Projects
    • Contracts
  • Business analysis skills and ability to identify solutions to operational issues.
  • Supervisory Experience.
  • Previous experience working in an analyst capacity with PeopleSoft, SAP, or other enterprise financial systems.
  • Previous experience supporting financial reporting and analytics functions.
  • Understanding of information needed to support relevant business processes and decisions.
  • Ability to produce process documentation.
  • Ability to communicate effectively with business and IT professionals at all levels.
  • Prior accounting experience / knowledge of financial reporting.
  • Ability to make presentations to internal and external audiences.
  • Ability to mentor / teach analysts corresponding skills in a team environment.
  • Previous employment experience in higher education, government, or a public entity.
About the Department

Enterprise Financial System Support is composed of multiple teams that provide systems and business process analysis to support the University's financial systems. This unit works closely with process owners and end users to implement business and process changes associated with the enterprise financial system and or integrations to/from. The unit also works in partnership with University Information Technology to plan and manage vendor related maintenance associated with the enterprise administrative systems (PeopleSoft and Oracle Business Intelligence (OAC) primarily) and supporting infrastructure and provides daily production support (of those systems) to resolve issues from the user community.
