SPA has an immediate need for a Cyber Acquisition Project Lead.


Responsibilities

Responsibilities:

Seeking a highly experienced Lead Systems Engineering and Technical Assistance (SETA) professional to support a key government Project Manager to work with technical SETA SMEs as an interface between government leadership and contractors, assist in managing team workflows while providing technical, cost, and schedule expertise. Position advises on the full acquisition lifecycle for rapid prototyping and transition to operations and sustainment of end-to-end Cyber Kill chains -including Statement of Work (SOW) development, risk management, and contractor performance evaluation. Organize and influence a diverse community of experts from across the Operations, Acquisition and Intelligence Communities to set technical direction.

  • Guide the development of acquisition documents such as SOWs, Performance Work Statements (PWSs), Source Selection Plans (SSPs), and Requests for Proposals (RFPs).
  • Assist the government with evaluating contractor performance at milestone reviews, assessing technical requirements compliance and deliverable quality.
  • Advise Government Project Managers (GPMs) on program cost, schedule, and performance management.
  • Identify program risks, develop mitigation strategies, and track impacts on mission objectives.
  • Work with SETA team balance workload, priorities, and staffing across critical acquisition and SME roles.
  • Support documentation and organization of architecture definition, requirements allocation, and test planning.

Qualifications

Required Qualifications:

  • U.S. Citizen with active TS/SCI with ability to obtain Special Access Program -- Polygraph desired
  • Bachelor's or Master's degree in Engineering, Computer Science, Physics, or related field or equivalent professional experience
  • 15-20+ years of experience in Systems Engineering or Acquisition, typically within the NRO, IC, or DoW sectors
  • Expertise in DoW 5000.02, JCIDS, acquisition regulations, and Other Transaction Contracting
  • Familiar with Program Management tooks, Digital Engineering, MBSE tools (e.g., MS Project, Jira, Confluence, DOORS)
  • Strong communication and interpersonal skills to foster alignment among diverse teams that are geographically separated
  • Prepare and deliver executive level briefings, reports, and summary papers; explain complex concepts in relatively simple language; summarize key decisions; and provide recommendations supported by analysis
  • Ability to quickly adapt to changing plans and high-paced day-to-day workload
  • Ability to report to designated work location in Chantilly, VA, in a secure SCIF/SAPF space, up to full time, based on the needs of the customer
