Description

We are seeking a Junior Administrative HR Specialist to join our team. The canidate shall provide US Navy Human Resource (HR) administration services to the ONR Global Human Resource Officer/N1. These services shall perform administrative actions to enable the consistent and compliant transition of all ONR Global personnel (i.e., S&T and Mission Support) into and out of the Command's domestic and international office locations. The primary focus and function of the Administrative HR Specialist, Junior, is to ensure that the Command's authoritative personnel data source, the N1 Staffing Plan, accurately represents the administrative posture of the Command's workforce, and can enable the timely and accurate prioritization of impending HR actions. This is a contingent position.

Key Responsibilities

  • Complete the administrative HR actions required to assist and ensure that employees are brought into and out of the Command with an administratively accurate, correct and compliant personnel profile in the Command's N1 Staffing Plan.
  • Perform updates to the content of the ONR Global N1 Staffing Plan entries and records to ensure it contains the most current information available. (Within 48 hours of notification of new occurrences/transactions).
  • Update the N1 Staffing Plan (within 48 hours of notification of new occurrences/transactions) to document the lifecycle status of ONR global personnel actions/requirements (i.e., Check-in, Extensions and Check-out).
  • Identify and track SYSTEM AUTHORIZATION ACCESS REQUEST NAVY (SAAR-N) forms as documented in the ONR Global N1 Staffing Plan; and inform the ONR Global Human Resource Officer in writing, via email, 60 days prior to the SAAR-N form expiration date for all ONR Global employees.
  • In collaboration with the Knowledge Specialist, revise, and acquire government approval for, structural changes to the ONR Global N1 Staffing Plan architecture and functionality.
  • In coordination with the Administrative HR Specialist - Senior, capture personnel transition actions between selectees, supervisors, Home Activity personnel, HRO personnel, overseas personnel, as well and selectee's sponsor and mentor and notify ONR Global HR stakeholders via email within 24 hours of notification.
  • Complete non-inherently governmental administrative HR actions required to transition employees into and out of the Command.
  • Provide, track and facilitate the submissions of personnel onboarding or off boarding PCS move documents, Visa/Passport documents, and Travel Documents; file documentation and update associated data within the N1 Staffing Plan.
  • Track the completion of ONR Global personnel training at ONR Global sponsored events, including but not limited to the Global Team Meeting (GTM), by providing and facilitating the completion of an Attendance Roster (1 roster per event) to be signed by all personnel attending the training event.
  • Establish an Attendance Roster digital storage location available to ONR Global personnel and provide updated documentation (within 1 week) following an ONR Global training event, including but not limited to GTM.
Requirements
  • Bachelor's Degree from an accredited college or university and 5+ years of experience in Human Resource Management or 10+ years of experience in Human Resource Management.
  • Demonstrated proficiency in Navy Personnel administration by managing customer requirements across a broad range of tasks including supporting personnel recruiting and selection, supporting the onboarding logistics of newly reported personnel, briefing preparation, conference and meeting planning and staffing (to include video-teleconference arrangements), and supporting resolution of administrative, logistical and financial HR issues.
  • Demonstrated experience in all aspects of US Navy Human Resource Development, i.e. supporting the training and monitoring the performance and professional development opportunities of personnel.
  • Working knowledge of the Naval Research & Development Establishment (NR&DE).
  • Must be a U.S. citizen.
  • Able to obtain and maintain a security clearance.
