This position is in the Environment Division - Region 4 Preconstruction - Permits & Ecology Section.

This position have a starting salary of $8,525 monthly/$102,300 annually.

This position has a hybrid work schedule of three days in the office and two days working from home.

Qualifications

QUALIFICATIONS (Education must be from an accredited institution.)
Education and Experience: Bachelors degree in engineering, active status with the State of Tennessee as a professional engineer and 4 years of demonstrated competency in developing and/or constructing transportation projects

Overview

SUMMARY
The Permits Transportation Engineer located in the region administers the permitting process following Federal and State law while serving as TDOT's liaison with permitting agencies. This position will lead the effective coordination and implementation of the permitting program, including acquiring permits for transportation projects, thereby increasing the sustainability of TDOT's transportation system. These projects will range in complexity and risk from simple to highly complex. The Permits Transportation Engineer role requires collaboration with multiple TDOT Divisions, project team members, consultants, and external stakeholders.

The Permits Transportation Engineer applies permit-related Department policies, technical guidance, and procedures, during the project delivery process. This position assists in implementing quality control procedures as part of the Environmental Division activities to reduce errors, delays, and contractor claims. The position assists with monitoring and managing the scope, schedule, and budgets of Permits-related activities, and works with the Project Management Division to ensure that permit applications are approved timely to meet project goals and schedules.

Responsibilities

RESPONSIBILITIES
Participate in the Project Teams as part of a matrix organization consistent with the Project Delivery Network (PDN), delivering all products and services as required and providing input at all applicable project milestones including Project Kick Off, Risk Workshops, Project Scoping Meetings, Field Reviews, and Plans, Specs, and Estimates meetings.

Prepare permittable plans, ensuring environmental, design, and all other necessary information is complete and accurate, as required by the federal and state resource agencies.

Support, implement, and assist in maintaining statewide policy and direction that promotes uniformity and consistency for developing permittable plans, permit applications, and associated permitting processes.

Coordinate with state and federal regulatory agencies during the permits processing and public notice periods including the U.S. Army Corps of Engineers, the Tennessee Department of Environment and Conservation (TDEC), and the Tennessee Valley Authority.

Collaborate with Region Roadway Design to ensure construction plans incorporate the necessary erosion prevention and sediment controls (EPSC).

Provide guidance and direction in the preparation of a Stormwater Pollution Prevention Plans (SWPPP). Prepare Notices of Intent for General NPDES Permit for Stormwater Discharges from Construction Activities. Obtain Notices of Coverage for General NPDES Permit.

Maintain current knowledge of revisions to laws, regulations, policies, and standard practices related to permitting, including trends and technologies, and assist with Risk Assessments.

Provide exceptional customer service to both internal and external customers, including mentoring and technical guidance, coordinating with other disciplines as part of a matrix organization, exercising effective listening skills, providing prompt responses, maintaining complete and accurate documentation, and communicating effectively.

Assist in ensuring permits deliverables are consistent, predictable, and repeatable to provide for consistently high levels of achievement, mitigation of risk, and an established track record of success.
