Job Summary

Under the administrative oversight of the Executive Director of Therapy Services, and the Medical Director's clinical oversight the Clinical Operations Manager (COM) for Pulmonary Services (PS) ensures that all programs, practices, policies and procedures defining the provision of patient care and scope of practice for (PS) are consistent with the Medical Center's policies, goals, and quality standards. The COM is responsible for ongoing regulatory compliance and follow up, represents PS on several medical center committees, and is responsible for employee relations oversight, promoting employee engagement opportunities, personnel recruitment, personnel hiring and termination. The COM is responsible for planning and implementing strategic initiatives that promote improving patient satisfaction, employee engagement and development, achieving industry leading quality standards and cutting-edge clinical programs. Most importantly, the COM ensures that the Pulmonary Services Lab (PSL) provides high quality, reliable testing, and that Blood Gas Lab (BGL) consistently delivers fast, accurate, and compliant results at scale while aligning staffing, workflow and infrastructure to support ICU, ED, NICU, PICU, and ECMO operations without interruption.

PSL is a revenue generating appointment-based lab providing highly standardized but precision-dependent services heavily influenced by physician referral patterns. The four core responsibilities of the PSL are access and throughput management (appointment availability - days to next available, template optimization - right test, right time slot, minimizing no-shows and late cancellations, maximizing completed studies per day), quality, accuracy and clinical validity (adherence to testing standards - ATS/ERS guidelines, calibration and equipment accuracy, technologist competency, test reproducibility and acceptability), patient experience and service reliability (manage wait times, ensure on-time appointment starts, construct patient prep instructions - fasting, medication holds, etc., and communicate and coordinate with referring physicians), and financial performance and revenue integrity (charge capture accuracy, text mix optimization - appropriate utilization, reducing no shows and unused capacity, aligning staffing with volume). The COM ensures that the PSL operates as a highly efficient, accurate, and patient-centered diagnostic service balancing access, throughout, quality, and financial performance while maintaining clinical safety.

BGL is not a traditional lab - in this specific environment, high-volume, time-critical results are embedded in frontline care, analyzed by respiratory therapists (RT), and regulated under CAP and CLIA standards. Ensuring this mission-critical clinical system performs in real time is the primary focus of BGL oversight. The four core responsibilities of BGL are throughput and turaround performance (collection to result, critical value reporting timeliness, analyzer availability/redundancy), staffing and skill mix alignment (adequate coverage across all shifts, competency-validated staff, alignment with peak demand (ICU, ED, NICU, PICU surges), reliability and equipment readiness (analyzer uptime, redundancy planning, maintenance and QC completion, supply chain (syringes, cartridges, calibrations), and regulatory compliance and quality (CAP/CLIA inspection standards, internal quality audits). The COM is responsible for continuous compliance and improvement.

The COM is responsible for the direction and oversight of the Blood Gas Lab, and Pulmonary Services Lab in the Executive Director of Therapy Services.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Current and valid CA Respiratory Care Practitioner License
  • Current and valid Registered Respiratory Therapist credential from National Board for Respiratory Care
  • American Heart Association (AHA) Pediatric Advanced Life Support (PALS)
  • American Heart Association (AHA) or American Red Cross Basic Life Support (BLS), or UC Davis Health CPR.
  • Bachelor's degree in a science or business field and / or equivalent experience / training
  • Minimum five (5) years of experience as a Registered Respiratory Therapist in an Acute Care Hospital.
  • Knowledge of the clinical and scientific basis and effects of Respiratory Care procedures, equipment and medications.
  • Ability to collect data and reports for the JC and the California Department of Public Health.
  • Knowledge of and adherence to departmental and hospital policies and procedures.
  • Ability to read, write, speak and understand the English language.
  • Ability to utilize medical terminology appropriately.
  • Skill to work accurately and quickly under pressure.
  • Understanding of performance improvement techniques.
  • Communication that is professional in both verbal and written languages to visitors, patients and other health care providers.
  • Ability to work collaboratively with staff, nurses, physicians and other department managers and hospital personnel.
  • Basic computer skills and the ability to work on the computer for several hours each day.

Preferred Qualifications

  • Specialized certifications in healthcare management, such as Fellow of American College of Healthcare Executives (FACHE), Certified Medical Practice Executive (CMPE), Lean Six Sigma (Black or Green Belt), Certified Professional in Healthcare Quality (CPHQ), Certified Professional in Patient Safety (CPPS), Certified Healthcare Financial Professional (CHFP), or Prosci Change Management Certification.
  • Graduate degree
  • Experience managing operational scorecards using evidence-based clinical guidelines (i.e. Institute for Clinical Systems Improvement (ICSI) or Hospital Consumer Assessment of Healthcare Providers and System data (HCAHPS).
  • Prior management experience.
  • Prior outpatient respiratory care experience.

Department Overview

Pulmonary Services Lab (PSL) is a diagnostic and procedural hub that supports outpatient and inpatient pulmonary evaluation, pre-operative risk assessment, chronic disease management, transplant and advanced lung disease programs, and occupational and regulatory testing. This highly technical and specialized lab provides assessment, diagnostic and therapeutic testing/procedures for patients of all ages with critical pulmonary illness needs, including pulmonary function testing (PFT), bronchial challenge testing, cardiopulmonary exercise testing (CPET), arterial blood gases, bronchoscopy support, and metabolic studies.

Our satellite Blood Gas Lab (BGL) is a STAT lab and staffed entirely by RTs. Internal quality audits supplement regulatory inspections and include QC performance, competency documentation, specimen integrity and labeling compliance, and proficiency testing performance. This lab is staffed 24 hours/day, 7 days/week and supports all inpatient testing needs. Bedside procedures are offered for specialty areas and for specialty procedures when real-time bedside analysis is necessary for immediate response.
