Summary: Northampton Community College is seeking a qualified and experienced Part-Time EMS Program Manager to serve as the Course Coordinator of the Emergency Medical Technician (EMT) Program. This role provides leadership and administrative oversight to ensure the EMS program remains fully compliant with Pennsylvania Department of Health regulations, PA Code *1025.1, and regional EMS council requirements. The EMS Program Manager is responsible for program operations, instructor selection, student records management, and serving as the primary liaison with regulatory and oversight bodies.

Essential Duties and Responsibilities:

The EMS Program Manager will act as the Course Coordinator and is responsible for the overall administration, fiscal oversight, marketing, and quality management of the EMT program, including but not limited to:

  • Oversee the daily and long-term operations of the EMT program to ensure compliance with Pennsylvania Department of Health regulations, PA Code *1025.1, and regional EMS council requirements.

  • Act as the primary liaison between Northampton Community College, the Pennsylvania Department of Health, and regional EMS councils.

  • Ensure proper course administration, including adherence to approved curricula, instructional standards, and evaluation requirements.

  • Select, recommend, and supervise EMS instructors in accordance with regulatory requirements and institutional policies.

  • Provides classroom, laboratory, and/or clinical instruction as assigned, supporting the delivery of approved EMS educational programs.

  • Serves as EMS instructor when needed to ensure instructional continuity and program compliance.

  • Maintain accurate, secure, and compliant student records, including enrollment, attendance, evaluations, certifications, and regulatory documentation.

  • Demonstrate scrupulous financial management of the EMS program, including monitoring program expenditures, supporting budget adherence, maintaining appropriate documentation, and ensuring fiscally responsible operations consistent with NCC policies and regulatory requirements.

  • Support marketing and recruitment efforts for the EMS program, including collaborating with the Center for Healthcare Education and NCC marketing teams to promote program offerings, increase enrollment, and enhance community awareness of EMS education opportunities.

  • Participate in outreach activities such as information sessions, community events, workforce partnerships, and employer engagement to support program visibility and pipeline development.

  • Ensure timely submission of required reports, documentation, and program updates to the Pennsylvania Department of Health and other regulatory agencies.

  • Monitor ongoing program compliance with accreditation, credentialing, and regulatory standards, and proactively address deficiencies.

  • Participate in program review, assessment, and continuous quality improvement initiatives.

  • Collaborate with the Director of the Center for Healthcare Education on scheduling, staffing, budgetary considerations, enrollment planning, and strategic growth of EMS programming.

  • Represent the EMS program in internal meetings, community partnerships, and professional EMS forums as appropriate.
