Responsibilities

This role serves as the primary driver of execution within the Municipal Solutions program, ensuring that strategic direction, stakeholder commitments, and analytical planning are translated into coordinated action and measurable results. The Project Manager maintains accountability across subcontractors, schedules, and deliverables, enabling leadership to focus on external relations and program strategy.

The Project Manager (Municipal Services) is responsible for managing the planning, execution, and delivery of municipal projects and program initiatives under the direction of the Senior Program Director, Municipal Solutions. This role ensures that strategic priorities, stakeholder commitments, and program objectives are translated into actionable work plans and successfully implemented.

While the Senior Program Director and Program Director focus on external relations, stakeholder engagement, and overall program direction, the Project Manager serves as the primary execution lead, overseeing day-to-day project delivery, subcontractor performance, and implementation progress.

The Project Manager works in close coordination with the Business Analyst to operationalize project requirements and ensures alignment between planning, contracting, and execution. This role is critical to maintaining accountability, meeting timelines, and delivering results across multiple municipal initiatives.

Key Responsibilities

Project Management & Execution

    Lead the planning, coordination, and execution of multiple municipal projects and initiatives
  • Develop and manage detailed project schedules, including Gantt charts, timelines, and critical path tracking
  • Create and maintain Project Management Execution Plans (PMEPs) or similar frameworks
  • Translate program priorities, council direction, and strategic initiatives into executable project plans
  • Manage project scope, timelines, and deliverables to ensure successful outcomes
  • Identify risks and implement mitigation strategies to prevent delays or misalignment

Subcontractor & Vendor Management

  • Oversee subcontractor and vendor performance to ensure alignment with scope, schedule, and quality expectations
  • Serve as the primary point of contact for vendors during project execution
  • Monitor deliverables and enforce accountability for performance and timelines
  • Review and approve (or recommend approval of) invoices based on completed work and contract terms
  • Maintain documentation of vendor performance and project activities

Contract Coordination (with Corporate Contracts & Legal)

  • Serve as the primary liaison with Corporate Contracts and Legal teams for project-related agreements
  • Provide scopes of work, schedules, and project requirements to support contract development
  • Coordinate contract execution timelines to align with project schedules
  • Ensure required documentation (e.g., insurance certificates, compliance materials) is collected and maintained
  • Monitor contract compliance and key milestones throughout the project lifecycle
  • Support corporate contract and legal functions by coordinating inputs, tracking contract execution, ensuring required documentation is obtained, and aligning contract requirements with project delivery

Coordination with Business Analyst & Internal Teams

  • Partner with the Business Analyst to translate requirements, process improvements, and analytical outputs into executable project plans
  • Ensure alignment between project scope, deliverables, and operational implementation
  • Provide feedback from project execution to inform ongoing analysis and refinement
  • Coordinate across internal teams to ensure seamless delivery

Project Monitoring, Reporting & Accountability

  • Track project progress, budgets, and performance metrics across multiple initiatives
  • Provide regular status updates to the Senior Program Director, Program Director, and stakeholders
  • Maintain accurate and comprehensive project documentation
  • Identify issues early and escalate as needed to leadership
  • Ensure commitments made to stakeholders are implemented on schedule and in alignment with program goals

QA/QC & Field Oversight

  • Conduct or oversee field verification efforts to ensure work quality and compliance
  • Address performance or quality issues in coordination with subcontractors and stakeholders
  • Ensure adherence to project standards and requirements
  • Special Projects & Program Support
  • Lead and support special municipal initiatives as assigned
  • Assist in the implementation of new municipal services, programs, or operational improvements
  • Contribute to broader program delivery efforts under the Municipal Solutions portfolio


Qualifications

Education & Experience

  • Bachelor's degree in Public Administration, Business, Engineering, Construction Management, or a related field (Master's preferred)
  • 5-8+ years of experience in project management, contract administration, or municipal operations
  • Experience managing subcontractors, consultants, or external vendors required
  • Experience in municipal, public sector, or program delivery environments strongly preferred

Skills & Competencies

  • Strong project management and organizational skills with attention to detail
  • Ability to manage multiple projects and priorities simultaneously
  • Experience overseeing vendor performance and enforcing accountability
  • Strong communication and stakeholder management skills
  • Ability to translate planning and analysis into effective execution
  • Problem-solving mindset with sound judgment and decision-making ability

Technical Skills

  • Proficiency in project management tools (e.g., MS Project, Smartsheet, or similar)
  • Strong Microsoft Excel and document management skills
  • Familiarity with municipal systems, GIS, permitting platforms, or similar tools is a plus
  • Certifications (Preferred)
  • PMP (Project Management Professional) or equivalent
  • CAPM (if earlier in PM career)
  • Lean / Six Sigma or process improvement certifications are a plus
