STATUS: Exempt

Pay: $78,000.00 - $83,000.00 per year

QUALIFICATIONS:



  • Master's degree in business and 5 years of management experience
  • Education may be substituted for experience on a 2:1 ratio
  • Excellent verbal and written communication skills
  • Demonstrated ability to maintain strict confidentiality
  • Strong knowledge of budgeting, financial reporting, and forecasting
  • Experience with Medicaid billing, medical billing processes, or working in a clinical or behavioral health setting strongly preferred
  • Experience with contract management and compliance requirements across government and private funding sources
  • Computer literate in MS Word, Excel, and accounting software experience (Great Plains and/or Shelby preferred)
  • Must be able to pass a criminal background check
  • Must possess a NV driver's license with a clean driving record
  • Ability to pass The Salvation Army's Fleet Safety e-learning module


RESPONSIBILITIES:

Financial Leadership & Strategy



  • Lead and oversee all financial operations for the Clark County Command under the direction of the Senior Director of Operations and Clark County Coordinators.
  • Develop, manage, and monitor program and departmental budgets in collaboration with program leadership.
  • Provide accurate and timely financial reporting, including monthly financial statements, forecasting, and variance analysis.
  • Perform ongoing financial and operational analysis to ensure programs remain financially viable and aligned with funding requirements.
  • Advise senior leadership on financial strategy, risks, and opportunities to support organizational sustainability and growth.


Team Leadership & Financial Operations



  • Provide direct supervision and leadership to the Finance Team, including financial reporting, billing, and fiscal compliance functions.
  • Oversee expense management processes, ensuring adherence to budgets and Salvation Army financial policies.
  • Maintain oversight of financial systems, processes, and internal controls to ensure accuracy, efficiency, and accountability.
  • Identify and implement process improvements to strengthen financial operations and reporting.


Billing, Revenue & Funding Compliance



  • Oversee Medicaid billing operations and ensure compliance with all federal, state, and payer requirements.
  • Build and strengthen partnerships with Managed Care Organizations and private insurance providers to expand reimbursement opportunities and program sustainability.
  • Track and report on uncompensated care and services provided to individuals without insurance, ensuring accurate representation of community impact.
  • Oversee contract tracking and compliance for all funding sources, including government contracts, grants, and private funding agreements.
  • Collaborate with grant writers and program teams to ensure alignment with grant budgets, financial reporting, and funding requirements.


Compliance, Audit & Risk Management



  • Ensure compliance with Salvation Army policies, government regulations, and funding requirements across all programs.
  • Serve as the primary financial liaison for audits, including external CPA firms, internal audits, and government reviews.
  • Support organizational risk management efforts related to financial operations, implementing appropriate controls and corrective actions.
  • Ensure all incidents, losses, and insurance claims are reported and managed through resolution.


Operational & Administrative Oversight



  • Partner with program directors to align financial practices with service delivery and contract expectations.
  • Ensure timely distribution of monthly financial reports to senior leadership, advisory boards, and program leadership.
  • Oversee contract documentation, including tracking and updates to Memorandums of Understanding (MOUs).
  • Lead and manage cross-functional projects and initiatives, coordinating timelines, resources, and reporting.


Facilities & Asset Management



  • Oversee the management and upkeep of facilities, property, vehicles, and organizational assets.
  • Ensure accurate inventory tracking and asset management systems are maintained.
  • Provide supervision to staff and ensure that work tickets are managed effectively and efficiently.


Human Resources



  • Supervise & mentor HR Coordinator to ensure that Salvation Army policies & protocols are adhered to at all times
  • Review, with the HRC, local protocols to ensure compliance with organizational standards and provide mentorship to managers and supervisors in the evaluation, disciplinary, and day to day management of human capital.
  • Be familiar with TSA EE Handbook and understand to better understand that application of policy.


Leadership & Culture



  • Model and enforce compliance with all Salvation Army policies, procedures, and codes of conduct.
  • Promote a culture of accountability, collaboration, and continuous improvement across teams.
  • Perform other duties as assigned.
