Overview
Microsoft is seeking an experienced Construction Workforce Infrastructure Managerto establish and lead the workforce infrastructure strategy supporting large-scale data center development in Pecos, Texas.
This highly visible role will serve as the primary owner of workforce accommodations, labor logistics, and enabling infrastructure required to mobilize and sustain thousands of construction workers across multiple concurrent data center projects. The successful candidate will build the operating model from the ground up, creating scalable processes, standards, and partnerships that can be replicated across future construction programs. Over time, this role is expected to evolve into broader construction project leadership responsibilities within Microsoft's growing data center portfolio.

This will be an on-site based in Pecos, TX role for a new emerging location for a large scale data center project with high expectations and senior executive visibility.



Responsibilities
  • Lead workforce infrastructure planning and execution to support large-scale data center construction programs in remote and rapidly developing locations.
  • Serve as Microsoft's primary liaison with General Contractors, workforce housing providers, municipalities, and external stakeholders responsible for delivering accommodations and support services for construction personnel.
  • Develop and implement workforce accommodation strategies, including employee housing, transportation logistics, site services, and supporting infrastructure required to sustain a large-scale construction workforce.
  • Establish operational processes, governance frameworks, and scalable standards for labor force mobilization, accommodation, and workforce support that can be leveraged across future Microsoft construction projects.
  • Coordinate complex stakeholder relationships across contractors, logistics partners, local governments, utility providers, and community organizations to ensure workforce readiness and project execution success.
  • Partner with municipal agencies and community leaders to support road development, local infrastructure improvements, permitting activities, and services necessary to enable large-scale construction operations.
  • Drive planning and execution for workforce support ecosystems capable of scaling to accommodate thousands of workers across multiple concurrent construction projects.
  • Act as the dedicated owner of labor force infrastructure and construction workforce logistics, allowing Construction Project Managers and regional leadership teams to remain focused on core construction delivery objectives.
  • Collaborate closely with Construction Project Managers, providing strategic support and coordination while maintaining primary ownership of workforce housing, accommodations, and labor force logistics.
  • Identify opportunities to improve operational efficiency, develop repeatable best practices, and establish scalable models that can be adopted throughout Microsoft's global data center construction portfolio


Qualifications

Required/minimum qualifications

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 10+ years related experience OR equivalent experience.

Background Check Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or preferred qualifications

While not required, we also look for the following Preferred Qualifications:

  • Bachelor's Degree in Construction Project Management, Architecture, Engineering, or related field AND 12+ years related experience OR equivalent experience.

    12+ years experience working on data center projects.

  • Employee housing experience with large scale projects

  • Workforce tracking and reporting for large scale projects

Construction Project Management IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
