About the Opportunity The Finance/Budget Analyst serves as a professional-level financial analyst responsible for supporting the development, administration, monitoring, forecasting, and reporting of operating and capital budgets for the UNC System Office and/or assigned functional areas. This position provides advanced budgetary, financial, and analytical support to leadership by evaluating financial performance, identifying trends and risks, developing budget recommendations, and ensuring compliance with UNC System, State of North Carolina, and applicable regulatory requirements.
The position collaborates with internal stakeholders across divisions to support strategic planning, resource allocation, financial decision-making, and operational effectiveness. The Finance/Budget Analyst conducts financial analyses, prepares budget projections and reports, assists with budget development and execution, monitors expenditures and revenues, and provides recommendations to improve financial stewardship and organizational efficiency. This role requires the ability to interpret complex financial information, communicate findings to both financial and non-financial audiences, and contribute to continuous improvement of budgeting and financial management processes.
This position exercises independent judgment in analyzing financial data, resolving budgetary issues, and developing recommendations that support the UNC System Office's strategic priorities and mission while maintaining accountability, transparency, and sound fiscal management practices. This position is a hybrid work arrangement and will work at least three days per week onsite at the Dillon building in downtown Raleigh's Warehouse District. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station. About the UNC System Office
The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press. About the Team The Finance and Administration division works as staff to the Board of Governors, president, and chief operating officer to support the financial management of the UNC System. This includes the areas of budget development and execution, facilities, property, capital construction, debt management, procurement policy, tuition and fee development, efficiency efforts, and analysis of policy changes with a fiscal impact. Minimum Education, Experience, and Skills Master's degree in public administration, public policy, economics, finance, or related discipline; or bachelor's degree in public administration, public policy, economics, finance, or related discipline and 1-2 yrs experience; or an equivalent combination of education and experience Required Competencies -Knowledge of applicable statutes, regulations, entity/company practices and concepts. -Knowledge of general principles of financial management and/or accounting principles and/or investment analysis. -Ability to provide basic or general oral and written information. -Ability to interact with internal and external clients/customers using both oral and written communication skills to discuss financial processes or issues. -Ability to organize and format reports to comply with applicable guidelines. -Ability to provide appropriate documentation to support conclusions. -Ability to gather, organize, and analyze financial information and other data. -Ability to review and document compliance with laws and regulations. -Ability to review, examine, and prepare documents. -Ability to research, investigate, and analyze data. -Ability to function within defined guidelines and procedures to resolve routine issues, and to make independent and logical decisions and/or recommendations.
Preferred Education, Experience, and Skills Public sector budgeting experience. Experience with ERP systems and financial software applications used in the state of North Carolina.
