Senior Clinical Research & Program Management Specialist

The University of Minnesota Translational Center for Resuscitative Trauma Care (TCRTC) seeks a motivated Project Management Specialist to start as soon as possible. The Center is a translational research and educational center dedicated to trauma and critically ill patients that advances biologic discovery, develops novel treatments for hemorrhage and organ failure, and educates providers across the spectrum of care-from austere environments to definitive care. Reporting to the Center Director and the Executive Director, this position provides project management for Center projects. The role requires independent decision-making on a daily basis and the ability to appropriately exercise discretion on when to elevate issues to Center leadership.

This is a permanent, 100% percent full-time, (40 hours per week) position working in a hybrid working environment. Additionally, the candidate chosen for this position would qualify for

Position Summary:
The Senior Clinical Research & Program Management Specialist will be responsible for project management, including day-to-day activities, problem-solving, reporting on progress and outcomes, and financial oversight for TCRTC programs and projects.

Principal Duties/Responsibilities

Austere Medicine Program 25%
The mission is to advance medical readiness and operational capability in austere and resource-constrained environments through evidence-based and operationally-focused education, training, and research that improve survivability and operational efficiency, and strengthen functional medical elements to further both national security and civilian resilience.
* Direct the strategic management of physical resources, policies and procedures,
and personnel to support faculty and staff to ensure that activities are completed in a timely
and accurate manner, while fostering ongoing relationships
* Ensure that all aspects of program adhere to all institutional, state, and federal regulations
* Direct program spending and personnel effort
* Create and disseminate communications
* Lead and contribute to program evaluation
* Collaboratively develop and implement a strategic plan for interdisciplinary research and proposals
* Serve as the primary point-person for state-wide hospital systems
* Identify strategic funding and research opportunities
* Serve as the primary advisor and point-person for senior leadership
* Proactively identify gaps and risks in project performance
* Independently design and propose risk-based solutions to resolve complex, ambiguous issues without close oversight

Tele-EMS Program 30%
This project is focused on improving and expediting post-crash care in rural Minnesota areas with no Level I or II Trauma Centers. Telemedicine services will be put in the back of ambulances in 2 rural EMS regions allowing certified physicians, paramedics, and nurses to instruct, advise, and coordinate patient care. The University of Minnesota will conduct an independent evaluation of the project focusing on the program utilization, acceptability and patient outcomes.

* Represent TCRTC across governance bodies (IRB, EMS regional directors, business and industry partners, and the State of Minnesota) to ensure project success

* Create and disseminate UMN related communications
* Serve as a strategic liaison to senior leadership
* Proactively identify and communicate gaps and risks in project performance
* Independently design and propose risk-based solutions to resolve complex, ambiguous issues without close oversight
* Serve as the primary advisor and point-person for senior leadership and faculty investigators

Clinical Research Program 25%
This program supports both clinical trials of post-trauma interventions and large database studies with the aim of identifying effective interventions from point-of-injury to post-ICU care.
* Direct the department's research compliance strategy, leading annual and periodic audits and driving process improvements across the participating Centers and Departments to strengthen regulatory adherence, patient safety, data integrity, and staff safety. Serve as primary liaison to university leadership (HIPCO, IRB, OGC, Risk) on research compliance issues, to independently resolve complex regulatory challenges across the research protocol lifecycle.
* Develop and lead strategic initiatives for the TCRTC clinical research program. Establish long-term objectives with faculty and staff to develop, track and modify timelines,
milestones, and budget
* Regularly meet with faculty and staff to ensure that activities are completed in a timely and accurate manner, while fostering ongoing relationships
* Negotiate and structure business contracts with internal and external partners
and independently evaluate vendor relationships and partnership opportunities
* Proactively identify and communicate gaps and risks in project performance
* Independently design and propose risk-based solutions to resolve complex, ambiguous issues without close oversight
* Direct program spending and personnel effort
* Ensure that all aspects of program adhere to all institutional, state, and federal regulations
* Create and disseminate UMN related communications
* Serve as the primary advisor and point-person for senior leadership and faculty investigators

T32:Innovative Approaches to Trauma Care 20%
The University of Minnesota Innovative Approaches to Trauma Care T32 is an NIH-NIGMS sponsored training program. This T32 provides support for medical residents and fellows to conduct meaningful research addressing major gaps and pressing issues in optimal care in trauma and critical care. The two-year program provides dual mentorship-based training to surgery residents, critical care fellows, and emergency medicine fellows in a broad variety of topic areas that relate to trauma and critical care. Trainees will complete a master's degree that best fits their training needs and their professional development goals. Project topic areas will broadly include trauma care, early resuscitation, wound infection and prevention, hemorrhagic shock, and prehospital interventions after severe injury.
* Serve as the primary point-person for mentors and trainees
* Direct the department's research compliance strategy, leading annual and periodic reports and driving process improvements across the participating Centers and Departments to strengthen required annual RPPRs and advisory board meetings.
* Own accountability for trainee onboarding, renewal, and termination in XTrain; tracking
moonlighting hours, travel, scheduling meetings, and other responsibilities
* Oversee Individualized Development Plan activities
* Direct program spending and personnel effort
* Ensure that all aspects of program adhere to all institutional, state, and federal regulations
* Create and disseminate UMN related communications
* Proactively identify and communicate gaps and risks in project performance to PIs
* Independently design and propose risk-based solutions to resolve complex, ambiguous issues without close oversight
* Serve as the primary advisor and point-person for senior leadership and faculty investigators

Qualifications

Required Qualifications:
* Advanced health care or scientific degree with at least six years of experience OR
* BA/BS degree plus at least eight years of relevant experience
* Ability to work independently and as part of a team in a fast-paced work environment
* Demonstrated organizational and coordination skills with high attention to detail
* Demonstrated ability to simultaneously work on multiple complex projects with fixed deadlines and ability to reprioritize tasks as needed to successfully meet all deadlines
* Excellent verbal and written communication skills
* Experience in a clinical care environment
* Experience in healthcare research and/or education

Preferred Qualifications:
* Familiarity with University of Minnesota (culture, policies, financial, etc.); passion to work in academic research environment
* Prior experience with managing complex research and/or educational projects
* Demonstrated experience working with healthcare professionals, clinical preceptors, trainees, and clinical placement sites.
* Demonstrated ability to effectively communicate with diverse audiences
* Prior experience in military environments
* Prior experience in rural environments
* Demonstrated willingness to learn and grow professionally
* Capable of accepting responsibility of tasks with a high level of independent initiative, proactivity, and creativity
* Experience with Microsoft Office Suite applications (e.g. Word, Excel, PowerPoint, etc) and/or Google Workspace (e.g. Docs, Sheets, Slides, etc)
* Passion for creating key systems to increase team productivity
* Ability to build, foster, and maintain positive professional relationships
