Buckeye Partners is currently seeking a Manager, Facility Integrity with in-depth knowledge of and experience with Facility Integrity Management Programs in the Oil & Gas Industry to join our team!

Role Summary:

The Manager, Facility Integrity is responsible for leading the governance, execution, and continuous improvement of the Company's Facility Integrity Management Program. The role provides technical and organizational leadership for facility-integrity risk management, inspection planning, findings management, remediation, regulatory compliance, data governance, budget development, program assurance, and performance reporting. The Manager leads employees and contractors and partners with Operations, Engineering, Maintenance, Regulatory Compliance, Corrosion Control, HSSE, GIS, and other stakeholders to reduce integrity risk and support the safe, reliable, and compliant operation of Company facilities. The Manager is also responsible for establishing corporate standards, procedures, governance, and execution requirements for Facility Integrity activities across all Company facilities.

Essential Duties & Responsibilities include:

• Facility Integrity Management Program Governance. Lead the development, governance, implementation, execution, and continuous improvement of the Company's Facility Integrity Management Program. Establish program requirements, priorities, procedures, performance measures, assurance processes, and multi-year execution plans consistent with applicable regulatory requirements, Company standards, and recognized industry practices.
• Regulatory Compliance. Ensure Facility Integrity compliance with Company policy and applicable federal, state, local, and other jurisdictional regulatory requirements, represent the Company on regulatory audits, and support various regulatory agency reporting requests.
• Risk Management and Inspection Strategy. Direct risk assessments and risk-based prioritization of facilities, equipment, inspections, and remediation activities. Provide technical oversight and approval for inspection strategies, inspection intervals, risk-based inspection analyses, fitness-for-service evaluations, schedule deviations, and preventive and mitigative measures.
• Data Governance, Integration and Advanced Analytics. Provide governance and oversight of Facility Integrity data, inspection records, asset information, and integrity management systems. Ensure data quality, traceability, and integration with Operations, Corrosion Control, Engineering, Maintenance, GIS, and other business systems while leveraging analytics to support risk-based decision making.
• Program Assurance and Continuous Improvement. Lead program assessments, audits, management reviews, benchmarking activities, and annual program evaluations. Identify performance trends, establish improvement initiatives, and ensure corrective actions are tracked through completion.
• Budget Management. Develop Facility Integrity Maintenance Expense and Maintenance Capital annual budgets, monitor expenditures on a monthly basis, and provide updated estimates as necessary throughout the year.
• Personnel Management. Lead and manage engineers, inspectors, analysts, contractors, and other technical personnel.
• KPIs, Reporting and Program Effectiveness. Develop, monitor, and communicate key performance indicators, program health metrics, and management reports that demonstrate program execution, effectiveness, regulatory compliance, risk reduction, and continuous improvement.
• Acquisition and Divestitures. Represent Facility Integrity program interests during acquisitions and divestitures, including due diligence reviews, integration planning, risk assessments, and transition activities.
• Industry Representation. Represent the Company on Facility Integrity industry associations and committees.
• And other duties as assigned.

Position Requirements:

• Bachelor's degree in mechanical, Chemical, Electrical, Materials Engineering or other relevant discipline required.
• 7+ years of progressively responsible experience in facility integrity, mechanical integrity, inspection engineering, reliability engineering, asset integrity, or related disciplines within the energy, pipeline, terminal, petrochemical, refining, or process industries. Demonstrated knowledge of and experience with Facility Integrity Management Programs is required.
• Demonstrated experience leading technical teams, contractors, and cross-functional programs is required. Direct people-management experience preferred.
• Proficiency with Microsoft Office applications and experience using inspection data management, enterprise asset management, GIS, business intelligence, or similar technical systems required. Experience with Power BI, SQL, ESRI GIS, FME, Python, R, or comparable analytics tools is preferred.
• Up to 15% travel.

Certificates & Licenses:

• API 570 certification preferred.
• API 580 certification preferred.
• Other relevant API, AMPP, NDE, reliability, or project-management credentials are preferred.
• Professional Engineer licensure preferred.

Other Skills, Attributes and Abilities:

• Working knowledge of applicable facility and mechanical integrity regulations, industry codes, and recognized and generally accepted good engineering practices, including relevant API and ASME standards, is required.
• Requires excellent analytical and problem-solving skills to resolve complex technical, business, and operational issues, as well as strong written and verbal communication skills, including the ability to communicate technical risk to executive, operational, and regulatory audiences.
• The individual must be well-organized, with the ability to monitor and direct the work of employees and contractors and evaluate their performance.
• Must be available, as needed, to provide technical leadership and support during releases, equipment failures, integrity-related operating events, and other emergencies. Occasional work outside normal business hours may be required.

Physical & Safety Requirements:

• Must be able to conduct periodic field visits at pipeline, terminal, and processing facilities; traverse industrial work areas and uneven surfaces; ascend and descend fixed stairs; wear required personal protective equipment; and work outdoors in varying weather conditions, with or without reasonable accommodation.
• Normal office environment when not working in the field.
