About the Position

Dexis is seeking a Senior Technical Advisor (STA) to support technical leadership in Assessment, Monitoring and Evaluation (AM&E). The STA will directly support the AM&E team within Dexis Professional Services (DPS-MEL) and focus on business development and implementation efforts for our Department of State, Department of Defense, and Department of Labor portfolios. The team focuses on projects which increase program accountability, improve the effectiveness and efficiency of U.S. foreign assistance, and advance program learning. The STA must have broad and applied experience in monitoring and evaluation (M&E), served as evaluation/team leads and critical team member of assessments, monitoring initiatives and evaluations in developing countries and those undergoing conflict and political transitions.

This position can be remote, based in the United States. This is a full-time position.

Responsibilities

Business Development



  • Leads bid preparation and responses (from capture to submission) to USG opportunities, including designing solutions, identifying relevant approaches, participating in decisions related to strategic direction, partnering, and key recruits.
  • Serves as technical lead, writer, and/or advisor for relevant bids.
  • Authors and/or reviews white papers and case studies.
  • Collaborates with business development, finance, contracts, and other support departments to ensure successful bid and program management.
  • Identifies, develops, and manages new/emerging opportunities for our pipeline.


Operations:



  • Provides management and oversight of programs in M&E, including leading assessments, evaluations, and teams.
  • Provides external thought leadership and represents Dexis in relevant industry associations and forums, technical working groups, events, internal learning exchanges, and conferences in M&E.
  • Leads and/or contributes to the design, implementation, and use of M&E systems for U.S. government (USG) clients. This may include:

    • Translating client requirements into actionable steps.
    • Developing M&E frameworks, logic models, theories of change, and indicators.
    • Reviewing current M&E processes and providing recommendations for improvements.


  • Conducts qualitative and/or quantitative data collection and analysis in support of Dexis projects, as needed.
  • Oversees integration of program deliverables into knowledge management systems.
  • Supports compliance with organizational policies and donor regulations.
  • Mentors other Dexis staff to support professional growth and technical understanding across M&E projects.



Minimum Qualifications



  • MA (PhD strongly preferred) in fields such as international relations, social sciences, political science, international development, peace and conflict studies, or related subjects.
  • At least twelve (12) years of professional experience. A minimum of ten (10) years of experience in M&E specifically.
  • In-depth experience in mixed-methods design, with an emphasis on research with USG program beneficiaries and/or international partners.
  • High level of competency in technical writing for a range of audiences.
  • Expert knowledge designing and/or leading high-quality integrated programming in M&E.
  • Demonstrated experience in direct supervision of senior professional and support staff and assembling teams of M&E, and/or foreign assistance professionals to respond to complex assignments.
  • Demonstrated management and technical leadership of high quality and complex M&E and/or foreign assistance activities with time sensitive deliverables.
  • At least five (5) years of experience with business development efforts with USG.
  • Demonstrated experience in designing qualitative and quantitative data collection tools (survey instruments, interview protocols, observation templates, scorecards, etc.). Expertise in quantitative data collection, management, and analysis strongly preferred.
  • Demonstrated experience analyzing qualitative data with NVivo, Atlas.ti, or other qualitative data analysis software.
  • Demonstrated experience analyzing quantitative data with MS Excel, R, STATA, Tableau, or other quantitative data analysis software.
  • High proficiency with data visualization software (including PowerBI, Tableau, and others) and/or GIS software.
  • Exceptional interpersonal, teambuilding, and communications skills.
  • Willingness to travel and work abroad for short-term technical assignments.
  • Experience providing M&E services to the US Department of State, Department of Defense and/or Department of Labor.
  • Familiarity with Congressional and agency-level (i.e., Department of State, Department of Defense, and/or Department of Labor) M&E policies and guidance.
  • Language proficiency in second language strongly preferred.
  • Eligibility to obtain a Secret clearance. Current Secret clearance preferred.

Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

Dexis pay range for this role:
$128,000 $160,000 USD
